Are you supposed to be able to destroy incomplete buildings with ranged units?

ALso some of my units have been moving through opponents incompltete buildings. One of my units is hiding inside, my only option is to destroy the building because the unit is trapped there.

You should be able to move another "like unit" adjacent to the trapped unit and transfer the trapped unit to the adjacent unit that isn't trapped.

PS:
I thought this bug had been fixed so that this couldn't happen anymore though.
