Yes the commandeers are like engineers and IMO would enhance movement by clearing paths and building roads and bridges. The maximum movement doesn't have to be increased ... just accelerated when a comm is near and really the same for the other functions, that is just accelerate the BPs so that they get a bonus up to maximium but not more than max.
