These kind of wars are mainly where you wear the enemy down to a size where you can handle him/her.
Lets say you don't need resources like wood, but your enemy does. send several groups of scouts(about 40 in each group) and attack the wood mill. By distroying this resource you nor your enemy can gain wood by it an you can bring in your marks and ballistas to ran death down on what the poor guy has in ranged and melee. with wood being almost nonexitstant for the guy he/she will not be able to create as many ranged or upper lvl melee troops. thus giving you the advantage in ranged troops. If the poor person does try buying wood that person will waist most of their gold on the wood and hence not be able to put out any troops that turn.

Now with the enemies supply of wood cut short he/she will not only be able to build/repair buildings, but that person cannot build any troop type other than scouts, spearsmen, and swordsmen. Which all die very easy to any ranged unit.
The enemy may even start ripping down the wooden walls to support his army. If this happens you know that person is desperate and is ripe for the taking.

You forget the other kind of 'war of attrition' - holding your enemy until your side's forces are large enough to handle him! :-)

This usually applies when multiple players face a much stronger threat. The allied players have more barracks but the strong guy has ready troops....

This is where the single-pop stack comes in handy, right? :-)
