I was in Beggining 16 and 19 but not anymore they both restarded. I was still in 19 but it was a new game so I quit and 16 was restarded as well, this time I was not rejoined. I think thats a bug if not what is it??

a game his limited turns and beginners games are very short so i think all the turns past and the game restarted again and wenn all the turns from the game are past again it will restart again.

You should join a ranked game.
They are not that short.
