Did the rules changed or is it a bug ?

I took over a castle and unable to access from the barracks in that castle !
i have room to use them but cannot active them ; i don't have the "square box" to active/unactive them and a new turn began so i wonder ....
When can i have access to these barracks ??

The barracks suddenly worked !!
i don't know why but i was into the military barracks
and i changed one of my barrack building (changing what i was building) AND miraculeous, the other 2 barracks appeared and now fully functionnal !

I have had occasional barracks problems in the past, I usually didnt need the non-fuctional barracksand just tore them down instead of worrying about it... maybe its an occasional ongoing issie that is too accasional for people to make note of?
