Does Advanced Recruitment (if I have the tech.) mean that any troops I create will be above level 1, or that if I have a level 3 troop next to the barracks I can create a level 1 troop and combine it with the level 3 troop on the barracks hex?

"Advanced Recruitment" allows you to add "level 1" troops to higher level troops that have been moved back inside of the barracks so that it can be done (i.e. lower level troops can only be added to higher level troops while the higher level troops are inside of the barracks and there is also an additional cost of gold and resources).

"Expert recruitment" allows troops of different levels to be combined outside of the barracks wherever the armies are adjacent and when there is also enough "BP's" to allow it.

It does cost more to put lower level troops into a higher level force. Depending on the unit type it cost more gold and resources.

However you can sacrifice XP, and transfer a higher level unit into a lower level one for free.

How does it work? I have level 3 spearmen (35) on a barracks hex with 135% battle points. I have level 1 spearmen (65) on a barracks (same barracks) hex with 100% battle points. I can't move them together (as out in the field), I have advanced recruitment. In the previous post it says I need to move the troops back into the barracks, pay some gold then deploy them....how do I do this?

You just click on an army while it is in the barracks and if you have new units ready to be deployed from the barracks, on the right of the screen, just like when you deploy new units, you can just instead add them to the higher level armies;
but it will cost you more than deploying inexperienced troops, so you need to consider if it is worth doing that.
Most of us do that with fairly low level units just to make bigger armies and save having to build another "military academy"
(i.e. unless it is late in the game and you have plenty of gold and resources, so then yes ... it is always good to keep a strong unit alive).
