if an armies hp is low is there a way to restore or improve this condition? (especially a higher level army)

Your army is NOT low on HP.

What you see in the right hand window with the troop description is the HP if the top soldier in that stack. It shows how many HP he has before he (the single soldier of the stack) is killed and hit will start coming of the next soldier.

Example:
You have a 50 pop stack of scouts. and it shows you under Health 17/30. That means that Scout number 50 of the group has 17 HP left before he is killed and then you'll have just 49 scouts left in the group.

even soo... can one "heal" the "injured" soldier?

if not, why not a cleric unit?
